TERMS OF REFERENCE FOR OFFICE OF PRESS AND PUBLIC RELATIONS

The Office of Press and Public Relations is the Advisory and Supervision Unit in the Central Organization of the Ministry of Environment and Urbanization.
The duties of the Office of Press and Public Relations are as follows pursuant to 23rd Article of the Decree Law no.: 644:

a)  To plan the activities of Ministry related to press and public relations, and to ensure that these activities are carried out in accordance with the procedures and principles to be determined,
b)  To take the required measures with the objective to finalize the knowledge acquisition applications, which will be lodged pursuant to the Right to Information Act no.: 4982, under an effective, swift and accurate manner,
c) To carry out and fulfill similar duties assigned by the Minister.
Our Consultancy Office carries out works with the objective to plan the activities concerning the press and public relations, while also ensuring these activities are carried out in accordance with the principles determined.

DUTIES OF THE CONSULTANT OF PRESS AND PUBLIC RELATIONS

To plan the activities related to press and public relations, and to ensure that these activities are carried out in accordance with the procedures and principles to be determined,

To collect the responds from the relevant units for the petitions sent to the Committee on Petitions of TBMM (Grand National Assembly of Turkey) concerning our Ministry, and to submit them to the committee,

To respond to the information, document and interview requests of the written and visual press members,

To provide authorized speakers for TV and Radio programs related to our Ministry,

To provide the necessary coordination for the press conferences to be held, and to prepare the documents or papers to be distributed to press members,

To explain and inform the written and visual press members about the activities of our Ministry,

To provide consultancy services to our Minister and senior executives on any matter intended,

To determine a strategy for consultancy activities.

DUTIES OF THE BRANCH OFFICE OF PRESS

To carry out the press relations activities of our Ministry,

To prepare the Press Release on a daily basis by examining and watching the national and local written and visual media on a daily basis.

To collect the news about our Ministry and send them to the relevant section.

To examine the news about our Ministry and male explanations and written corrections when necessary,

To follow the activities of our Ministry and General Directorates.

To make news with newsworthy issues while following the activities of our Ministry and General Directorates, to serve these news to the written and visual media,

To report the activities of our Minister and the Ministry by SMS and e-mail to the affiliated units of our Ministry, relevant institutions and organizations, as well as written and visual media organizations.

To draw up the information and documents requested by the authority,

To take sound recordings about the Ministry and to transcribe them in writing and archive them.

To shoot photos and videos about our Ministry and to meet their demands on this issue,

To publish the activities of our General Directorates, which should be added to our Ministry's corporate Website, by looking at whether they are newsworthy or not.

To update the activities of our Minister, news, announcements, press room and daily press sections in the Corporate WEB Site by our Consultancy.

To add the necessary information, documents and photographs according to the subject of the activities of our Ministry on the website.

To conduct regular meetings with the unit chiefs and authorized persons of the units of our Ministry and General Directorates about their activities, as well as announcing the activities to the public.

To meet the Information and document requests of media institutions and organizations regarding the activities of our ministry,

To prepare articles such as speech, articles and columns belonging to our honorable Minister.

To advise on the creation of the vision of our Ministry,

To create and edit the written and visual materials in the monthly published "Environment and City" magazine of our Ministry,

To make arrangements in the monthly published "Environment and City" magazine of our Ministry,

To perform the editing of written and visual materials (posters, brochures, speech texts, magazines, books, etc.) prepared by our Ministry and General Directorates,

The News Monitoring Unit, which is established with 4 units of 68 Screen LCD televisions, keeps track of news bulletins and programs.

DUTIES OF THE BRANCH OFFICE OF DOCUMENTATION

To follow the activities of our Minister and Ministry on a daily basis,

To make and archive the daily programs of our Minister, domestic / foreign study visits and other activities carried out by our Ministry, as well as carrying out the required works for photographs, camera images and sound recordings,

To make archive and documentation studies of photographs, camera shots and sound recordings of our Ministry's activities,

To provide the necessary contribution to activities such as posters, brochures, speech texts, magazines, books, exhibitions, conferences prepared by our Ministry and General Directorates,

To make a daily classification of the news about our ministry in the written and visual media, including those on national and local-scale,

A "Daily Press Bulletin" booklet is prepared with the classified news,

To send the "Daily Press Bulletin" to our Minister and his bureaucrats on the internet and as a booklet,

To prepare and archive the information and documents requested by the bureaucrats of our Ministry

To ensure that the sound recordings of the Ministry are transcribed, archived and delivered to the relevant units,

DUTIES OF THE BRANCH OFFICE OF PUBLIC RELATIONS

To carry out public relations activities of our Ministry,

To enlighten the public about the works of the Ministry, to carry out promotional activities that will ensure the establishment of good relations with the public and the continuation of such relations,

To evaluate the applications lodged by citizens to our Ministry via the Internet in accordance with the Right to Information Act, and to respond within due time after receiving information from relevant units,

To evaluate the petition and internet applications sent to our Ministry by the Prime Ministry Public Relations Office, the Prime Ministry Communication Center, and to respond within due time after receiving information from the relevant units,

To carry out the activities of Information Unit and the Prime Ministry Communication Center (BİMER) within our Public Relations Department,

To evaluate the citizen applications sent to our Ministry due to their relevance to TBMM Committee of Petition, and to respond within due time after receiving information from relevant departments by correspondence

To prepare statistical information about citizen applications lodged to our Ministry.

DUTIES OF THE BRANCH OFFICE OF ADMINISTRATIVE AFFAIRS

To fulfill the documentation recording and correspondence works of the consultancy according to the standard file plan,

To carry out the personal affairs and transactions of the personnel,

To carry out budget and appropriation procedures,

To carry out such processes concerning the Domestic and International travel transactions and Financial reporting etc.

To perform purchasing and spending transactions,

To carry out the processes required for movable goods services and fixtures,

To carry out archive services

OFFICE OF WRITING THE SPEECH TEXTS

To present the texts produced by the office to the press and public relations consultant.

To draw up the relevant report on the office work to be presented to the press and public relations consultant

To communicate with the Executive Assistant of the Ministry of Environment and Urbanization

To follow the daily, weekly and monthly program of our minister

To write speech texts of our minister

To finalize all text and speech texts

To follow-up books published on behalf of the Ministry

To monitor and control of the Ministry website

To provide consultancy services on web designs

To edit all visual and written speech texts of the Ministry

To write messages for special occasions

To write press releases

To follow-up disclaimer and explanation texts and spelling

To follow-up provincial booklets to be prepared

To update the relevant data

To perform the preparation of the cabinet file

To request information notes from official institutions and organizations

To archive information notes

To perform the classification of the speeches given by our minister

To fulfill other duties assigned by the press and public relations consultant.
